Description of Practice

Tom Higgins has 25 years and counting of weekly and continued service as a Municipal Hearing Officer, Mediator, and Arbitrator. He has been providing all of these services remotely and he is practiced and efficient doing the same for you, remotely or in-person.

Professional Background

With a career that began in law enforcement before law school and a law practice background that began in the Criminal Appeals Division of the Illinois Attorney General's Office in Chicago, Tom Higgins moved to a civil trial and litigation practice with a Peoria, Illinois law firm where he represented clients in courtrooms, State or Federal, throughout the State of Illinois. In 1995, when it was still a relatively "new" thing to do, he completed training as Mediator and Arbitrator. Since that time he served over 20 years as the Municipal Hearing Officer for the City of Peoria, retiring in 2018 and he continues to serve in that role for the City of Pekin, City of East Peoria, City of Marquette Heights and the Village of Creve Couer. I have been retained to help resolve various types of disputes related to property ownership, property use, and liability related to property use or ownership. Mr. Higgins served several years as an EEOC Mediator throughout Illinois. He has since served as a Mediator and Arbitrator in a variety of matters.


First trained in 1995, Mr. Higgins has served as the regional Mediator for EEOC cases. Around the same time, he began a series of appointments as an Administrative Hearing Officer, presiding over various types of municipal cases covering anything found in the municipal code for several Central Illinois communities.
