Leigh has been involved in civil litigation in the Inland Empire since 1978.  After serving 5 years as an attorney for the U.S. Air Force Judge Advocate General's office, he went to work for the Law Office of Kinkle, Rodiger & Spriggs.  In 1979  he went to work for the San Bernardino based law firm of MacLachlan, Burford & Arias where he worked for nearly 20 years as a trial lawyer involving insurance defense, personal injury and general civil litigation.  He became a partner in that firm in 1984.  In 1997 he and one of his M B & A partners, Mike Mugg opened their own office in San Bernardino where they continued to be involved in personal injury and civil litigation.  Leigh has served as a judge Pro Tempore for local courts and has also been assigned as an arbitrator or mediator on numerous occasions.  Leigh is a member of the California Bar, the San Bernardino County Bar Association as well as the Desert Bar Association.  He was one of the founding members of the Inns of Court for San Bernardino County.

Mr. Harper's services are available for a fee of $300.00 per hour.
