Many departments and agencies have experienced excellent results with ADR options such as mediation. ADR is an important and useful option for resolving disputes. ADR alone is not a ‘conflict management system’. ADR processes help to resolve disputes on a case-by-case basis. A conflict management system embraces ADR and goes well beyond. Its focus is on organizational change, the roots of conflict, building internal capacity so that destructive conflict is prevented, building accountability for responsible early interventions and better management of the conflict spectrum. A well designed and implemented system improves labour/management relationships, employee morale and retention, customer/client satisfaction, productivity; and saves money and energies.

Internationally, the Association for Conflict Resolution has developed Guidelines for the Design of Integrated Conflict Management Systems (ICMS) published by Cornell University and co-authored by PDG Group President Jennifer Lynch. These systems have two components:

An updated dispute resolution structure that offers choices from modern ADR options alongside rights-based options; and
