ACR EDUCATION SECTION

Education Section Leadership Committee

 

Article I. HISTORY, PURPOSE AND MISSION

Section 1.01 History. The Association for Conflict Resolution (ACR) Education Section evolved from the former Conflict Resolution Education Network (CRENet) and was combined with the Education Sector of the Society of Professionals in Dispute Resolution (SPIDR). ACR was created in 2001 from three former organizations: CRENet, SPIDR, and Academy of Family Mediators (AFM). CRENet was formerly the National Association for Mediation in Education which was formed in the middle 1980’s. The field of conflict resolution in education has grown and expanded in many ways since that time. The ACR Education Section is building on the work of many early practitioners. As a long-term organization and network of practitioners, the Education Section is creating a new organizational structure to meet new organizational needs. This document is a working document – a way to begin to put on paper some of our established working relationships and to create new ones.

Section 1.02 Purpose. The purpose of the Education Section of the Association for Conflict Resolution (ACR) is to provide members interested in conflict resolution education with opportunities for networking and improving their understanding and practice of conflict resolution in the field of education.

Section 1.03 Mission. The Education Section provides resources and support for practitioners, educators, students, young people, trainers, community activists, and administrators in the fields of peace and conflict resolution in educational settings for pre-K-12 through higher learning.

Section 1.04 Commitment to Diversity and Equity. The Education Section is committed to diversity, multi-culturalism and non-discrimination in Section leadership and in participation of members in all Section activities. The Education Section is committed to discussing and implementing fairness and openness in our values, procedures, conceptual frameworks, and structures.

Article II. OFFICERS

Section 2.01 ACR Education Section Progressive Leadership Rotation. Every year the ACR Education Section will elect a Chair-Elect who will serve in that capacity for one-year from the end of one Annual Conference to the end of the next Annual Conference. That person will become Chair the following year and Immediate Past-Chair the third year. Being elected to the position of Chair of the Education Section is a 3-year commitment and can prepare individuals for broader ACR leadership positions.

(a) The three Chairs of the Section will work closely with the Leadership Committee and members of the Section to accomplish the mission and goals of the Section. The Chair and Chair-Elect should both attend the ACR Leadership Council before the Annual Conference.

(b) In case of the Chair being unable to complete the term, the Chair-Elect will assume that positions and maintain it through the conclusion of his/her term as Chair and Immediate Past-Chair to maintain the progressive 3-year cycle. In the case of the Chair-Elect position being vacated before the end of the term, the Chair will appoint a former Education Section Chair to fulfill the duties of the position of Chair-Elect until a new Chair-Elect is chosen. In the case of the Immediate Past-Chair position being vacated before the end of the term, the Chair will appoint a former Education Section Chair to fill the term.

(c) Two years or more years after serving as Immediate Past-Chair, a person may seek election for another 3-year cycle.

Section 2.02 Chair-Elect. The Chair-Elect should expect to serve in the 3 chair leadership positions for three consecutive years. The Chair-Elect should plan to attend the Leadership Council meetings, Annual Conferences and Education Section Conferences. The Chair-Elect links with and supports the work of the following Education Section Committees: Publications, Membership, and the Constituency Committees: Early Childhood and Elementary Education; Secondary Education and Youth-Serving Organizations; and Higher Education.

The Chair-Elect is primarily responsible for shepherding the work of the Publications and Membership Committees, participating in the work of the Constituency Committees, and other tasks the Chair-Elect may choose:

(a) Ensure that the Section’s newsletters and e-newsletters are published in a timely and regular manner. Ensure that the Section’s website is up-to-date and contains information useful to members and visitors to the website. Support the production of Section communications and publications including supporting the editor of the Section newsletter The Fourth R. (Publications Committee)

(b) Actively promote membership in ACR and the Education Section by communicating regularly with the Section providing information and services of value to the members of the Section. (Membership Committee) (Constituency Committees)

Section 2.03 Chair. The Chair is the second year of the Progressive Leadership Rotation. The Chair links with the following Education Section Committees: Conference, Funding, Outreach, and Research. The Chair is primarily responsible for the following:

(a) Representing the Education Section in ACR meetings such as the ACR Leadership Council and the ACR Section Task Force and serves as point-of-contact for the Education Section; convening (calling, planning and choosing facilitation for) the meetings of the Education Section and the Section Leadership Committee (EdHeads);

(b) Leading the Education Section Leadership Committee (EdHeads) to manage the Section’s activities;

(c) Creating and managing the Section’s budget in coordination with ACR Staff; overseeing financial affairs by working with the Education Section Funding Committee and ACR Staff to seek outside funding for Section projects. (Funding Committee);

(d) Responding to the organizational needs of ACR in the form of annual and mid-year progress reports;

(e) Serving as liaison with the ACR Annual Conference Committee; working closely with Education Section Conference Committee to plan activities relevant to the Education Section at the Annual Conference. (Conference Committee);

(f) Planning, with the Leadership Committee, a mid-year meeting or conference, possibly in connection with another organization’s conference. (Conference Committee);

(g) Working with the Outreach Committee to establish relationships with other organizations; representing the ACR Education Section in meetings and collaborations with other external organizations. (Outreach Committee)

(h) Establishing new program committees in consultation with the Constituency Committees and EdHeads; and

(i) Naming "Point Persons" or Section representatives as needed for ACR Board Task Forces and Committees; e.g. Ethics, Diversity and Equity, Outreach, Public Education, etc.

Section 2.04 Immediate Past-Chair. The Immediate Past-Chair is the third year of the Progressive Leadership Rotation. The Immediate Past-Chair is primarily responsible for the following:

(a) Ensuring that fair and open Section nominations and election processes are held annually according to ACR Election Guidelines and time line. (Nominations and Elections)

(b) Oversight and grant administration of ongoing funded Education Section projects.

(c) Managing Section governance issues that may arise;

(d) Managing the selection process for any Section awards;

(e) Convening and working with the Elders Committee (former Education Section chairs) as necessary for specific tasks.

Article III. EXECUTIVE COMMITTEE

Section 3.01 Executive Committee. The three chairs of the Education Section will serve as an executive committee for the Section and will make decisions for the Section when it is not possible to convene in person or by telephone a quorum (1/3) of the Leadership Committee (EdHeads).

Article IV. LEADERSHIP COMMITTEE ("EDHEADS")

Section 4.01 The Leadership Committee is made up of three Chairs and the conveners of active Education Section Committees which may change from year-to-year. In addition an ACR Board member who is also a member of the Education Section will be a member of the Leadership Committee. The Leadership Committee with the Chair-Elect, the Chair, and the Immediate Past-Chair will serve as the decision making body of the Section seeking input from the members of the Education Section. Meetings of the Leadership Committee will usually be conducted by telephone conference once a month or as needed. A quorum of the Leadership Committee will consist of one third (1/3) of the members of the Leadership Committee.

The Leadership Committee includes the following positions:

(a) Chair-Elect, Chair, and Immediate Past-Chair

(b) Conveners of Education Section Constituency Committees: Early Childhood and Elementary Education; Secondary Education and Youth-Serving Organizations; Higher Education

(c) Conveners of Education Section Administrative Committees: Conferences, Funding, Membership, Nominations and Elections, Outreach, Publications, Research

(d) Conveners of current Education Section Project Committees

(e) Education Section/ACR Committee "Point Persons": Ethics, Diversity and Equity, Outreach, Public Education

(f) ACR Board Member (ex officio with voice in decision making)

Article V.

EDUCATION SECTION COMMITTEES

The Committees of the Education Section will be made up of members interested in the work of the committee and the work of the Education Section. The primary work of the Section should rest in the committees. Committees may change over time as needed. Each committee will choose a convener in conjunction with the Chair. In this case, the "convener" is the person who plans, calls and facilitates committee meetings. All members of the Education Section are encouraged to become part of the work of the Section by joining one of the committees.

Section 5.01 Education Section Constituency Committees. Constituency committees will be responsible for communicating issues of interest to the Education Section membership through letters to Section members, to ACR through ACR publications, and to solicit or propose conference sessions relevant to the committee concerns. Constituency committees link with the Chair-Elect for publication and membership benefits and other issues. Constituency committees will determine their own goals and projects. Constituency committees may propose specific projects to the Education Leadership Committee and seek funding for projects in conjunction with the Education Section Funding Committee [see 5.02 (b)].

(a) Early Childhood and Elementary Education. This committee seeks to heighten awareness about diverse approaches to early childhood and elementary conflict resolution education (including anti-bias education) for children, their teachers, caregivers and families. This committee also seeks to connect with existing education organizations focused on early childhood and elementary- age children. Further, the committee will facilitate communication and learning among those who conduct and/or study conflict resolution education in early childhood and elementary schools. (Chair-Elect)

(b) Secondary Education and Youth-Serving Organizations. This committee seeks to heighten awareness about diverse approaches to secondary conflict resolution education (including anti-bias education) within and beyond ACR. The committee will facilitate communication and learning among those who conduct and/or study conflict resolution education in secondary schools, community-base youth-serving organizations and other settings with youth. This committee will link with the ACR Youth Section and will advocate for and support youth programming issues within ACR. (Chair-Elect)

(c) Higher Education. This committee seeks to provide a forum for faculty and students of institutions of post secondary education to communicate across disciplines, including teacher education, on conflict resolution and peacemaking topics of mutual interest; to link the ACR Education Section with the ACR Research Section on projects of mutual interest; to encourage faculty and students to publish in ACR publications, and to increase opportunities for faculty and students to learn about and join ACR. (Chair-Elect)

Section 5.02 Education Section Administrative Committees. The Chair, Chair-Elect or Past-Chair of the Section will serve on these committees along with other Section members. The convener of each committee will be chosen by the committee in conjunction with the Chair. Committees may change according to the needs of the Section and ACR. The responsibilities of these committees are as follows:

(a) Conference. The principal goal of the Conference Committee is to provide ACR members with the opportunity to enhance their understanding of CRE through shared conference experiences. This goal will be accomplished by providing opportunities to participate in presentations which are innovative and specifically relevant to our field. This committee will oversee the Education Section activities for the ACR Annual Conference, including workshops, pre-conference sessions, meetings, receptions, etc. Additionally this committee will work with the Leadership Committee to plan a mid-year meeting or conference. The mid-year conference may be planned in conjunction with another organization with a similar purpose. (Chair)

(b) Funding. This committee will support the work of the Chair to create a budget for the administration of the Education Section and to implement a plan to secure external funding for Education Section projects. This committee will coordinate efforts with the ACR Development committee and with ACR grant writing staff in seeking funding from external sources. This committee will work with other Education Section committees to determine which of their projects need funding in order to present concrete proposals to the targeted funding sources. A corollary effort will be to provide information and resources for Education Section members who seek to fund their own individual programs. (Chair)

(c) Membership. This committee actively promotes membership in ACR and the Education Section by communicating regularly with the Section providing information and services of value to the members of the Section. This committee will link with the ACR Membership Committee. The goal is to ensure that Section members receive timely and frequent communications, including but not limited to the following: surveys of members; letters to the Education Section several times a year; welcome letters to new Section members and exit interviews with members leaving the Section. In addition, the Membership Committee will organize several teleconferences (or teleseminars) each year on topics of interest to the members. (Chair-Elect)

(d) Nominations and Elections. Ensuring that fair and open Section nominations and election processes are held annually using the ACR Election Guidelines and Time Line. See 8.01 below. (Immediate Past-Chair)

(e) Outreach. The Outreach Committee will contact and collaborate with organizations throughout the US and internationally that are interested in conflict resolution education. The purpose of the committee is to develop a network of diverse groups that will enhance one another by sharing information and cooperating on projects of mutual interest. (Chair)

(f) Publications. The Publications Committee will ensure that the Section’s newsletters, e-newsletters, and the website are published according to the editorial guidelines established by the ACR Communications Department and in a timely and regular manner. The Publications Committee supports the work of the Editor of The 4th R newsletter so that it is published on a regular schedule and maintains the website so that it is current and useful to members and visitors. Additional activities of the committee may include conducting an assessment of current members about publication needs; finding, reprinting or making available and distribute the previous "stronghold of publication" from NAME, NIDR and CRENet; identifying and developing new documents that are seen as necessary and useful to members; encouraging and supporting members of the Section to write articles for other ACR publications. (g) Research. The Research Committee will provide access to research and evaluation reports on conflict resolution education programming and other relevant information. This information can be disseminated to the membership through newsletter publications, the website, conference panels, etc. The committee will seek information on new research opportunities and provide guidance for and encourage our members to publish in peer reviewed journals The Education Section Research Committee will link with the ACR Research Section for joint projects. Section 5.03 Education Section Adopted Project Committees - Current

(a) Peer Mediation Standards Revision Project (Adopted in 2004)

(b) Bridges Project (Adopted in 2003)

Section 5.04 ACR Task Force and Committee "Point Persons" The Chair will name members of the Education Section to serve as "Point Persons" or Section representatives as needed for ACR Board Task Forces and Committees. These may develop into Section committee or may be one person linking the Section Leadership Committee and membership to wider ACR initiatives which are described in other ACR documents. (For example, Ethics, Diversity and Equity, Outreach, Public Education, Advanced Practitioner, etc.)

Section 5.05 ACR Board Member (selection process to be determined)

Article VI. DECISION MAKING

Section 6.01 Decisions made in the Education Section membership meetings and in the Leadership Committee (EdHeads) will be made by consensus.

Article VII. MEMBERS

Section 7.01 Members are invited to become actively involved and lend voice and ideas to the work of this Section. The path to leadership positions in ACR is through Section and chapter work, committee work, and Section leadership.

Article VIII. ACR EDUCATION SECTION ELECTION PROCESS

Section 8.01 The ACR Education Section Elections will follow as much as possible the ACR Election Procedures for Sections and will be led by the Education Section Nomination and Elections Committee in communication with ACR staff who will then communicate to members of the Section the nominations for each position. ACR staff will tabulate ballots. The time table for the election process is also outlined in that document with the goal of electing new Section leadership prior to the ACR conference each year. Officers will serve terms from the end of one conference to the end of the next conference.

Section 8.02 Candidate Qualifications (from ACR Section Election Procedures for Sections). The following basic qualifications and supporting information are suggested minimums for all candidates for top level Section leadership (defined as Chairs and/or Co-Chairs of an ACR Section):

(a) Demonstrated commitment to, and productive involvement in the Section. Possible ways of demonstrating such commitment and involvement are the following: consistent participation in Section activities over time; professional or personal stake in the objectives of the Section; serving as a committee member; serving as a committee leader; serving as an officer of the Section, e.g. Treasurer; other demonstrated activity as defined by the Section governance;

(b) Membership in good standing in ACR and in the Section;

(c) Assurance from the candidate that he or she will fulfill the responsibilities, including attending the Annual Conference, Leadership Council and Section meetings;

(d) A one page statement of the candidate’s action plan including proposed goals and objectives;

(e) Demonstrated awareness and understanding of the inter-relationships between the Section, ACR, other Sections, and other external related organizations; and

(f) Section leaders should also demonstrate positive leadership attributes. Examples of positive leadership attributes are: comprehension of the Section vision; ability to effectively communicate that to others; ability to inspire Section members to accomplish the Section work in a timely manner; understanding and appreciation for the diversity and range of the interests of all the Section members; willingness to work with their Section constituents to advance their individual and collective interests effectively; ability to work well with others; ability to run a meeting effectively; ability to effectively represent the interests of the Section in external aspects such as ACR and other Sections.

 

Article IX. APPROVING AND AMENDING THIS ORGANIZING DOCUMENT

Section 9.01 To be in effect, this ORGANIZING DOCUMENT shall be approved by the Leadership Committee of the Education Section. This document will then be the policy and procedure document for the ACR Education Section.

Section 9.02 This ORGANIZING DOCUMENT may be amended by the Leadership Committee after the proposed amendments have been announced and available for comment by the members of the ACR Education Section for two months.
