Appointed by the Los Angeles City Council, Mr. Bloss served four years as Chairman of a Specific Plan Citizens Advisory Committee, achieving, after contentious debate, unanimous consensus regarding hillside development standards, and was awarded the Mayor’s Certificate of Commendation.
